- Technology Evolution & Strategic Alignment:
- Develop and maintain a technology roadmap and suite of policies that ensures the CIDOT’s medium-term objectives are attainable with the aid of appropriate technology solutions.
- IT Operations – Helpdesk:
- Operate a business-focused IT service delivery desk to ensure internal customer support needs are met at high standards, aligned with globally accepted standards, and with effective management of all technology assets everywhere.
- IT Systems – Systems & Applications:
- Ensure that all systems required for the continuous operations of the business of the CIDOT everywhere are deployed and managed in accordance with globally accepted enterprise governance frameworks, reducing risks and in full compliance with regulatory and operational requirements.

Stefan (Todd) Twinn
Manager, Information Services
Stefan joined the Department of Tourism in 2015 as Manager of Information Systems. He is responsible for leading the Department’s technology strategy and managing overall IT operations within the various offices.
Prior to joining the Department of Tourism, Stefan was a Director with a Grand Cayman-based IT Management and Strategy consulting firm responsible for IT strategic planning, project management services and systems design. In a prior role, Stefan was Director of Technology for Zolfo Cooper (Cayman) Limited.
Mr. Twinn possesses a Bachelor’s in Business Administration from the University of Miami in Information Technology in addition to various industry-specific certifications.

Wesrol Nyack
Systems Administrator
Wesrol joined the Cayman Islands Department of Tourism in 2016 as the Technical Support Analyst of the Information Systems unit. In this role, he is responsible for assisting users with all of their technology-related needs, from minor user errors to major technical problems. Wesrol’s job is to ensure that the Department’s information systems remain fully functional at all times.
Prior to joining the Department of Tourism, Wesrol held the role of PC and Network Support at Cayman National, International Financial Services. He possesses an Associate of Arts in Information Technology Support as well as several industry-specific certifications.

Kevin Connolly
Technical Support Analyst
Kevin joined the Cayman Islands Department of Tourism in 2019 as the Technical Support Analyst of the Information Systems unit. In this role, he is responsible for assisting users with all of their technology-related needs, from minor user errors to major technical problems. Kevin’s job is to ensure that the Department’s information systems remain fully functional at all times.
Prior to joining the Department of Tourism, Kevin held the role of Senior IT Support Officer at CICSA Co-operative Credit Union Ltd. He possesses an Associate of Applied Science in Computer Science as well as several industry-specific certifications.
